How to add the extensions to Action Favorites
The Photo Extensions might be way down in the list. You can move the extensions to the top of the Action Extension sheet by adding the extensions to Action favorites.

Photo Extension EXIF
Photo Extension EXIF provides photo metadata information including EXIF, GPS Location, and more. This extension is great for pro photographers who use the Apple Photos app to manage photos taken with the iPhone, iPad, and other digital cameras like Canon, Nikon, Sony, Olympus, GoPro, and many more.
To use this extension, open the Apple Photos app, select any photo, and then enable the extension through the Action button. You may also enable the extension when editing a photo. The enabling process needs to be done only once, and the extension will be available for all photos.
